About this data

Texas Lobby Tracker ingests daily lobby registration data published by the Texas Ethics Commission. Under Chapter 305 of the Government Code, any person who communicates directly with members of the Texas legislative or executive branch and crosses a compensation or expenditure threshold must register with the TEC.

Sector classifications are algorithmically assigned based on client name and subject matter keywords. Always verify against the original TEC filing for legal or compliance purposes. Data is updated daily each morning CT, and the email goes out by about 7:30 AM on any morning with something new.

Hearing transcripts

Transcripts come from the closed captions the House and Senate broadcast with their own live committee video. We read them while the hearing is on the air, so a transcript is readable as it happens, with new text every few minutes, and it becomes the finished transcript within minutes of adjournment. A hearing the chamber does not broadcast has no transcript; when the committee’s notice says there will be no live video, the hearing is listed with a no live video tag instead.

The text is the chamber’s captioner’s, machine-generated and unedited, with two exceptions, both in brackets. Where a word or a witness’s name was misheard and the right one is certain, it is corrected with the captioner’s version kept beside it ([captioned: …]). Where the chamber’s video feed restarted mid-hearing, a note marks the spot, because a few minutes there may be missing. New paragraphs follow the speaker changes the captions mark; the captions do not say who is speaking.

Names are added from the committee’s own records. A witness’s name marks where they began testifying, matched to the committee’s witness list once it is filed. A legislator’s name marks where the chair called on them, from the committee roster, not every time they speak. The witness list, minutes and interim charges are attached to the hearing when the committee files them. Times count from the first caption, normally the call to order.

Every transcript can be searched, copied, or downloaded as a Word document, plain text, or a caption file, and downloads are stamped with your firm or name. They are a working record of what was said, not an official transcript: the official record is the committee’s video and minutes.

Committees & hearings

Committee rosters (members, chairs, clerks, rooms) and posted hearing notices come from Texas Legislature Online and are refreshed every morning. A canceled hearing is marked as canceled, and a notice the Legislature withdraws is taken off the schedule. Sunset Advisory Commission meetings and the agencies under review come from the Sunset Commission.

Officials

Statewide elected officials and every seat in the Texas Senate and House for the 89th Legislature, verified against senate.texas.gov and house.texas.gov.

Profile cards

A subscriber who adds their TEC registrant ID on My Profile gets a profile card that other subscribers see when they click that name in the tracker. You can hide yours at any time, and your contact email is never shown on it.
